Step one
First I create a rough sketch of the portrait and then start to paint in the underlying skin tones, just roughly stating the variations of shading.
Step Two
I then begin to build up the skin tones adding more shading. I also start to add the hair colour and fill in the eyes, this brings the character out of the portrait helping with finishing the skin tones.
Step Three
With most of the skin tones complete I then flesh out the finer features such as the ears and around the eyes and nose. Working in this way means that shadows and stray hairs streak across the face and create a real feeling of depth. It's also at this point that I start to paint the clothes.

The finished painting. After adding the background - a fittingly spacey feel for 'The 10th Doctor'. The portrait is then given a couple of coats of varnish for extra protection and then it's ready.
